There is a plug for the google chrome browser, it does so that the YouTube video is not played in the VP9 codec, only H264 and this codec is supported by old processors. But now also opening YouTube videos is in the VP8 and VP9 codec and the newer processors support these codecs but the old ones don't. Once upon a time YouTube ran on a flash plug and even on a weak computer it flew. I know there are definitely ways to improve it. When I open the movie and scroll the page, it scrolls smoothly but the thumbnails are loading slower, you can see that I can not do it. Even playback of 1080p 60FPS movies works smoothly and does not stutter, but when I play a 1080p 60FPS movie, when I rewind the movie itself, you can see that it is not smooth, but the movie itself does not stutter in general. YouTube works somehow, scrolling works fine. I mean work, browsing the internet using a browser. I am not talking about games because it is known that newer games will not work well. I know that such and similar processors are in the MacBook and even now they work well with the Internet.
